If i put my meter across Neutral and earth with the mains switched on the meter fluctuates between short circuit and hi resistance. If i measure between Live and earth i get constant 240Vac.
If i turn off the mains i dont get a short between Neutral and earth.

What could be causing this, and how do i trace the N-E short?


 
you should never connect a meter on ohms ranges to anything live. if it's set to ac volts, you will get strange readings from time to time.

What are you actually trying to do here?
do you have a problem?
The neutral and earth are linked in some instances, do you have enough knowledge to be poking your meter into live circuit territory? If you dont then STOP now before you do yourself some serious harm.

He had a lamp fail.

He thought it was because he's got 240V between L & E, and he thought that was caused by a N-E fault.


do you have enough knowledge to be poking your meter into live circuit territory?
No.
