Help to identify this wall switch

Hi!
The house was built in 1978. There is a wall switch of a style and function I cannot identify. The switch is like a rocker switch but it goes in both directions and springs back to level again. One is in a bathroom and the other in a den.

I assume you've tried pressing it?

Hi, just need info on the switches. I pushed up and down on both of them as they rock up/down and they do not actuate any light, fan, or skylight.
