Hi all,
Went to a domestic property today with regard to installing downlights and ventilation, on further inspection main bonding to oil and water were not present, i informed the owner that this would need to be installed as part of the works..he then informed me that pv array had been installed 8 weeks ago and the firm in question had said all was ok with existing instalation.
He had not recieved an e.i.c. cert for the works they had carried out.
The supply is TT and a rod is in place,, the pv firm has also installed a 10mm earth cable connecting to a rod at the rear of the property. they took their supply for the panel instalaton from henly block and into an additional c.u., so not using existing consumer unit.
I am right in saying that an e.i.c. should have been issued for the instalation they were responsible for...and the bonding should have been adressed ?
 
Yes and yes.

Perhaps they took the view that the oil and water were not extraneous - ie plastic water and plastic covered oil, or only a short length of copper to a plastic tank?

The oil is plastic coated...however the water is mostly cooper , prop a few plastic connections on the system, as your in the west country apparently it was the contractors that mole valley farmers now use as they now offer renewables
 
But is the water as it comes into the house plastic or metal? Arguably if it is plastic then no need to bond the water unless the copper internally makes good enough contact with earth to introduce an earth potential. If restistance to earth >23kOhms then not extraneous.
