1. if i hav 2330 level 3 can i certify my work?
2. why do electrician hav to join. nap it or eca ect ect?
3. if i hav 2391 inspection and testing do i hav to pass part p still to certify my work.
4. wht is a draw back if electrician haven't got part p.
5 can i certify my work with out having part p?

as for signing off your own work, part p is applicable to domestic dwellings. some councils will let you sign off your own work without being a scheme member and some will want you to pay their fee.

some schemes when you join will open up doors for you as some will want a certain scheme member even on work outside part p. a lot of councils stipulate niceic contractors.

without joining a scheme and the relevant competence which is the key word there would be nothing stopping you not joining a scheme and doing say commercial or industrial work, but you need to make sure the correct insurance is in place before you do any work.

2. why do electrician hav to join. nap it or eca ect ect? They don't but membership of a competent persons scheme is a lot cheaper and less hassle than having to carry out the notification to LABC yourself for every job!
3. if i hav 2391 inspection and testing do i hav to pass part p still to certify my work. There is no pass for part P,it's a building regulation. (see ans 1)

part p is not a qual mate. it is a building regulation. by being a scheme member ie the niciec building control would let you self certify after you had been assessed by one of the scheme providers and they were happy you had met their requirements .

give them a call mate tell them what experience ect you have and quals and they will tell you the best way forward. if you wanted to do a course the 2392, or 2391 would be better than any "Part P" courses currently offered out there. if your in leeds have a chat with the skills ctr in wakefield or tta in osset. i know leeds colleeg don`t really do any of the inspec and test courses anymore for some reason
