Hi ! I could use some official advice please. Is the old Twin Mains Fuse system considered unsafe and worthy of a C2 on a Condition Report ? My feeling is that it's technically unsafe. I'm wondering if it could be classed as a C3 if the rest of the installation is ok, only because I'm under pressure from a couple of letting agents.

fused neutral is definitely a C2 at best. potential danger as and when the neutral becomes O/C due to a failed fuse.
 
Not saying it isn't a fuse but worth checking don't you think Guys? or not in some cases.

Your in Lancashire ring ENWL, the last ASCO twin fuse service head I found ceased to be a problem 4 hours after they first landed on site
I don't see the point in making things complicated you can do something the customer can't and that is talk to the DNO at a higher technical level than the landlord can
