I have a technical bachelors degree and I have done a material inspection training course and I would like to become a third party inspector, however, I am unsure about how to go about it.

When you say "third party inspector" do you mean a n electrical installation QS?
 
What's a 'material inspection training course' and what have you gained a 'Batchelor' in?
By the '3rd party inspector', I presume you mean testing other peoples work. Who would you be working for?
 
to inspect and sign off other peoples work you need more than just qualifications and need sufficient experience realistically only gained from working as an electrician to know what you are doing, afterall its your name on the paperwork and if something were to happen then its you in court before a jury having to explain yourself.
After grenfell tower fire and the culpability thats going to follow you would have to think twice about signing off work for some of the less able and damn right dangerous people posing as electricians this day and age.
