Hi can anyone tell me how this meter works?

I'm assuming it's a dual tariff meter with l and n going in and two line cables coming out with one N being split at Henley block. Question is if the 2nd line coming out is for off peak hours does it stay live all the time?
At a womens flat and she would like to replace her storage heaters for posh slim panel heaters and change the cu which has two main switches, one for the storage heaters which I assume is fed off this 2nd live, and one for everything else. I ask because the neon light on 1 of her storage heaters was on during the day.

It sounds like a Telemeter, a meter that has an 'off peak' supply switched in via a radio signal.

Depending on the tarrif, the off-peak will be dead through the day and live from approximately midnight through to the early ours of the morning, maybe with an afternoon 'boost'.

Check that the storage heater does not have a 24-hour supply to a fan incorporated, that might explain the neon.
 
Also check that the storage heater isn't fed from two supplies, seen it before where it has been hard wired into the off peak supply but has a plug top that can be used on normal supply, dimplex old ones.
