I just watched the video along side that. Nice that they show the crap taped up connections in the ceiling, never mind all the other dangerous practice. I'm not sure how legally they can show a video like that.
 
Not sure about the UK but my local regs would require a CPC connecting the the body of the downlighter if it was converted from SELV to 230v.

That entire video is atrocious.
