I,ve been asked to change a consumer unit on a previously rented property.It seems that the tenants left on bad terms and removed the main fuse and wired fuses in the old CU(at least this is what the owner is telling me).
The new owner called in EDF to replace the main fuse,but they have removed the tails and meter and said they will call back to reinstate the supply once the owner has an I certifiate.
What certificate is required.

EIC if you are fitting a new board, this way the supplier will fit the tails and the earth to their head and then you can go back to do the live testing.

Make sure you leave enough tails for them to connect up with, its unlikely that they will power up they will leave it to you. Why not contact supplier and ask for an isolator to be fitted? this way it wont hold you up and it means they can fit fuse etc.

Will EDF fit an isolator on request before I start work on the CU install as ideally I only want to allocate one day to the instal.

Not trying to be a smart **** but how do EDF expect you to issue an EIC with no supply. You can't do any live tests or determine your Ze /Zs values etc witout one. I would request an isolator before you start work as Sir kit says. If they refuse explain to them that you can't issue a cert without a supply.

it is common to do all dead testing and show certificate with those readings before a supply is provided.
think they are only interested in main earth and bonding anyway
of course once supply is connected all live testing takes place and completed eic issued ;)
my local supplier likes you to be on site when supply is connected so arrange the board change for same day as reconnection
 
Agreed a partially completed EIC will be ok with dead tests also might be worth asking EDF for an isolation meter to be installed ! i used to fit these for people when i changed meter on a recert if they asked for one ! makes your life easier as you shut off outgoing on meter enabling you to install your meter tails ! ALL meters should be this type the way i see it as the outgoing meter tails are the customers and this would enable then to change them & isolate power to CU without fuss !
