So I have a circuit breaker switch which receiver current from outside the house. I have a red and black wire attached to this switch and I have run the two wires around the house.

Question 1: Should I connect the red and black wire together to complete the circuit? If i dont do this, one of the components will end up completing the circuit, but that component would then be connected in series, is that bad?

Question 2: Lets say I want to connect an electrical outlet. Should i connect both leads to the black wire or one lead to the black, and one lead to the red? Does this even matter?

Under no circumstances connect the red and black together, that will create a dead short. The components complete the circuit and should be in parallel across the supply.

Thanks! Thats really useful to know. So no connecting the positive and negative wires. So in this casé, theres no choice but to connect components from red to black, otherwise the circuit wont be complete. Thank you!

I don’t know if any of us can guess what regulations they will have to work to.

What are you trying to do exactly?
I built a cabin in the jungle on the property of a family, we have electricity but I need to connect my cabin. I need to install two lights + switches and about 5 outlets for plugs
 
What electrical items are you planning to have in your house? Stove? Hot water cylinder? Kettle?...Please list them.

Also how many Amps is the electrical supply that's running to your house?

Also can you please post a photo of the circuit breaker that receives the current from outside the house.

They've basically adopted the IEC regs but once you get out of the cities into the jungle areas, where the OP mentioned he is, all bets are off. It might have got better since I was last there, I heard a few years ago they were running a large campaign to get all rural premises fitted with earth leakage protection but I'm not sure how sucessful it was.
