There's a lot more money in Green Deal than just ECO. The Isle of Wight Council received £450,000 from DECC in January as part of the government's £46 million Green Deal startup initiative.

The council awarded £250,000 of that to set up and run the Eco Island Partnership community interest company as part of the Green Deal 'Pioneer Places' project. It is part of this that now appears to be missing.
