I think we need a licence to be able to buy any electrical gear and you have to renew it every 5 years and prove your still in the trade, at no cost to yourself. and have an level structure from say 1 - 10 that is equivalent to your experience and qualifications. And every test sheet you fill in will have a slot for your individual licence numbers.

I'm getting fed up with people just getting in the trade with no qualifications. Take my old boss for example, who went from a sales man, to an actor then decided he would like to rewire his own house found he enjoyed it then set up his own company while he had no formal qualifications. And the things he was getting me to do while working under him was shocking i left in the end because i felt pretty much every installation i was installing was unsafe. I explained my concerns and his response was allway dont like what i do then get out.
 
It’s a good idea, but I think unworkable. Who is going to police it for free, non of the current trade associations, they’ll want their pound of flesh. Wholesalers will blow the whole scheme out of the water, they don’t want to loose customers that they can charge top whack to. I do the odd bit of work now and again mainly advisory on industrial stuff, I’d be offended if I called in to say CEF and asked for XXXX to be told sorry can’t sell you that.
 
I would prefer a scheme similar to Corgi/Gas Safe, where only qualified persons are allowed to conduct work for remuneration.
If DIYers wanted to carry out work on their own homes, they would still be able to.
As for minimum qualification requirements, I'd have thought a JIB card would be sufficient.
