ICP units in Spain

Here in spain we have just been told to istall single pole ICL units to all consumer units. if for examle the client has 5kw contracted to there apartment, we have to fit a 25 amp ICP to the supply in.
Does anything like this happen in the UK. I ve been working here in Spain for 20 years so bit out a touch with UK.

ICP ??

Dont realy know but the government is pushing to have smart meters installed so that the customer can see what they are useing and maybe they will set them up to be a limitter ie when demand goes high the meter signals you to cut back your consumtion or you lose your supply no theres an idea.

But anyway could you expand on ICP
