I have two cables entering my house. One is black and about 20mm dia. which I assume is the power. Another is a translucent sleeve cable and I can see armour wire underneath. What is that cable? an earth? House is mid 70s and the cables are the original I think.

Should the armour of an SWA carrying twin and earth cables also be earthed (with banjos etc)
I assume said contractor is part of a Part P scheme (NICEIC, Napit, few others..) in which case complain to them. They'll investigate (in theory)...
