I have just read the suggested codes for the new EICR, are they really serious that an installation with no earth is a C2 or am I missing something, ok it may not be dangerous until a fault occurs but surely this could be a fire or even electrocution, a bit late then to do something about it
 
The C2 will still result in the same conclusion on review of the periodic inspection.

I always try to interpret the coding similar to basic and fault protection, in other words the direct risk or single fault condition.

If there is an exposed live part then it would class as a C1
If the danger requires a single action, such as a fault in this case, or the removal of an enclosure etc then it would be a C2.

As I say, the result is the same.
