Can we use a 130V 20mA indication lamp in place of 130V 2W indication lamp? If yes please explain why?

As long as they both fit the same lamp socket then cant see why not. As for an explanation its just like changing your gls 100w lamp at home for a low energy, just as long as the voltage matches and the lamp is suitable for the lampholder and enviroment then it should be ok.
The only snag would be if the light output had to meet some sort of requirement you new lamp needs to achieve this i assume.

As above really but think darkwood might have read it he the wrong way around - your new one is taking slightly more current than the old 2 watt one which was taking 15mA (2W / 130V). So if you are testing to earth the new one gives slightly less leeway in terms of tripping an RCD.
