We have been asked to do a EICR on a small scale industrial installation.Am I correct in thinking that the inspection and testing should only involve the fixed wiring,(that involving small power, lighting, and supplies to machinery)but not such things as emergency stop circuits etc,fed from control panels etc.

The control circuits are beyond the scope of BS7671, so usually they won't be tested. You could include them in a visual though if requested?

The feeds to motors are usually tested upto the isolator, with only IR to the motor itself. Long lead test to confirm CPC!
In most industrial complexes the earthing won't be a problem due to paralell paths!
make sure you have the limitations written down & agreed before work starts.

Yes note all limitations and only test what you have been asked.
No harm in looking at the other electrical items and gathering readings from isolators etc.
You could also check that the lights and rotating machinery do not cause an issue due to "strobe light effect"
Also can do a functional check on emergency stops and has been said visually check them too make sure NC contact blocks on the back etc but take it as far as has been agreed
