Discuss inexpensive crimp tool for 25mm meter tails in the Electrical Tools and Products area at ElectriciansForums.net
I have one and it works fine on meter tails.I have seen what looks like the same one for double the price or more.I think they just stick different brand labels on it.

Jump from a high structure on to the cable. Highly effective and very cheap.
There are also numerous other methods you could utilise, such as:
Squash it in a vice.
Bite really hard.
Bash it with a hammer.
