Does anyone know how the initial verification would differ from a periodic inspection and test.

The sequence of testing due to the fact the installation is already energised when carrying out a periodic inspection and test. You don't have to follow the sequence of tests to ensure the installation in safe to energise before carrying out live testing like you would with initial verification.
