I've been asked by a customer to install an outside socket just below the meter box. My question is if I where to split the existing tails in there meter box using henly blocks. Then install an IP rated 1 way RCD board in the meter box and take the socket from this would it break any regulation? Obviously everything would be securely fixed in the meter box and any holes sufficiently filled. Thanks for your help!

Not sure that is the best way to go about it.
However the DNO often like to maintain that no equipment can be fixed to the board holding the cut out and the meter, however the box is not their property.
So if you can fit the CU without obstructing any of the DNO equipment then this should be OK.
Overall probably easier to use an existing socket circuit, using an RCD if necessary.
