I need an instrument to find the true R S T. Any of you have some suggestions.

Ah a phase rotation sequence tester ! Loads around, do you just need the phase sequence identified or do you need to worry about phase angle as well. If it's just the rotation then my fluke T140 will do that.

Rather depends on what range of voltages you'll be wanting to work with.

I do not need any other functions, i just need to know the right phase angle. So i just want the cheapest working instrument on the market.
