insulation resistance reading

I have borrowed a multifunctional tester it's calibrated and works everything's good with it. I did a live to earth test and got a reading of .078 megaohms what does this translate too it is not my meter and I don't really do testing too much

phase neutral yes...
shouldn`t affect phase earth though...
my guess is parallel paths

your testing between the phase and CPC yes...
did you test at the board end or furthest point?..
did you disconnect the CPC from out of the earth bar before testing?
