Insulation resistance to earth

Doing an IR test on some garden lights. There are too many lights to remove the bulbs (big garden) and am unable to locate every single one.
So did L/N connected together to earth and got 0.03.
Just to confirm. Doing this method will keep the conductors at the same potential and effectively by-pass any voltage sensitive equipment in the circuit. So a reading like this can only indicate a fault? Or is there something else I'm missing.
 
is that 0.03 Mohms. if so then yes it indicates a low insulation resistance to earth and a fault, although some electronic equippment with filter circuits and or surge suppression can also give low readings.
 
Moisture was my initial thought just always like to cover my back when fault finding.
Sometimes there's always someone who may have a wild theory/story.
