carried out an IR test on a lighting circuit, the E to N was 299, E to L was 299 but N to L was 0.03, only had time to complete that test while doing other work, going back tomorrow. Any suggestions on what it could be would be apreciated. The 1.5m t&e looked in god condition in attic.
 
looks like you are going to have to brake down the lighting circuit, and test each section, P/N fault, might of striped back section when pulling through joist?
All lamps out, any aerial boosters connected to lighting, does the loft light have a neon
switch.
Does the down stairs lighting have a Separate Neutral, to up stairs?

FCU with neon, transfomer (for low voltage spotlights), choke (for tube lights) or extractor fan with timer?

L/N - E would be covered with the L - E & N - E test.

It looks like you still have something in the circuit. You need to find the midway point, split the circuit and chase down the problem.
 
can you do a test where you measure resistance and then convert into meters and tells you where fault is, im sure ive read this process before in a book
 
The best bet is as described. Halfing the circuit and going either left to right (whichever way the fault goes) and halfing again until the fault is identified. There is definately asomething still on that circuit. I said to do the L/N-E as this test would almost certainly identify if there was something still on the circuit giving bad readings!
