any ideas, putting a spur on 3 year old ring rcd protected, ph-n ir 0.003meg, nothing connected

I would think its shorting out mate have you checked your meter on another circuit to ensure its not defective.

The RCD has no relevance to this problem ,it will only detect Leakage to Earth !
-Either something is still in circuit [likely] or you have a serious I/R problem on P-N

After splitting down the ring to narrow the problem area, in my case it turned out to be a short within the socket it's self.
Circuit proved clear, put socket back, fault reappeared. Removed socket and put new one on. Fault cleared.

If nothing IS still plugged in as always split ring and IR or CON both legs then keep splitting till you find offending fault as Spadxiii1918 said.
