Could anyone please advise on a IR (250V) reading of 0.02MΩ on the permanent live of an emergency lighting circuit to earth ONLY. Lamps have being removed, but ballasts and batteries are still in circuit? The breaker is mechanically sound and stays on with this apparent dead short to earth? Could it be the batteries in the fittings because the switched live on the circuit is clear?

0.02Mohms is 20Kohms. this is probably due to the ballasts in the fittings.a 5mA leakage. i would disconnect the fittings and test again, or accept the readings.

Thanks for your quick response! The strange thing is, the switched live is clear but it's the permanent that reads as down to earth. Could it possibly be the battery and not the ballast due to the switched live being clear?

not the battery itself, but its associated charging circuitry. anything electronic is liable to show leakage. as long as you are happy with the wiring. then it's fine.
 
If you've got such a concern about this why don't you connect the incomer to the out going leg at each fitting using a lever wago (for speed) and test at 500V?
