How do you find (R1 + R2) in a lighting circuit? Do you just put a link between the breaker and the earth terminal and measuring between live and Earth at any lighting circuit!
 
Carry out safe isolation, connect Line and cpc together of the circuit you want to measure, null/zero the leads on your low resistance Ohmmeter and measure between line and CPC at each point on the circuit, record the highest reading/value you obtain.
