Hi,


Just wondering at the term “Landlord certificates”. Is it the same as PIR or is it a visual report on the condition of the installation.

A Landlord Certificate doesn't actually exist but is normally used to describe a PIR.

I suppose you could use a Visual Condition Report on change of occupancy between the recommended PIR durations.

Sorry mate disagree.

You can only issue any one or a combination of:-

1, Electrical Installation Certificate for an electrical installation, with schedule of test results and Inspections.
2, Periodic Inspection Report for an Electrical Installation, with schedule of test results and inspections
3, Minor Electrical installation Works certificate.

No other documents exist for Electrical Installation work, and any made up forms of any type are not worth the paper they are written on, whether they are NIC, IET etc etc. if they are not in the BRB then they carry no worth whatsoever.

If you do a visual inspection for whatever reason, then this should be noted in the Extent and Limitations box of the PIR form. You would still need to complete the Inspection schedule, and the test result sheet, but obviously on the latter, you would list the circuits, and put untested.

I see your point but if you have a rental property and have a full PIR carried out at the recommended intervals, you can still demonstrate compliance with the Landlord & Tennant Act 2004, EAWR 1989 and HASAWA 1974 by demonstrating a maintenance management system through monitoring.

What you record this monitoring on is immaterial as long as it is available in the event of an incident.

There are some important changes regarding this in the amended Guidance Note 3, providing a touch more clarity to what is already there.
 
You are bang on there, and if i recall correctly, if there is a maintenance program in place there is no need for a PIR at all as it is spread across the 5 year period. But i think the OP is trying to get at what he needs for a one off request for a Landlords certificate which doesn't exist.

We may get a bit more to play with when AM1 to BS7671:2008 comes out in July.
