Read Building Regulation part P - it will explain that you have to be 'registered' to work in MOST of the sort of stuff that you would have to do in domestic properties. Overwise you will have to inform the Local Authority Building Control Officer - which is expensive.

If you just want to do like for like replacements such as socket fronts and switches (not consumer units) you could probably just do the VRQ domestic installer's qualification.
To do PAT testing you'd need the City & Guilds 2377.

If you want to do basic work in kitchens and bathrooms, minor consumer unit changes, simple rewires, add standard circuits etc you'd need to be registered with a competent persons' scheme (part P) who have their own criteria such as 17th edition, a testing qualification, calibrated test equipment, public liability insurance etc but IMO if you want to be doing that kind of work you'd be better off just doing the whole electrician's 2330 (or new 2357) course instead of trying to be some kind of part time, low fat, half measure, diet coke "electrician".
