if you're doing a PIR, I'd code it 4.

I wouldn't do it from new on an accessability point of view, but if Jonny Kitchen fitter has slapped a kitchen unit in front of the isolator, what can you do about it??

I'm redoing our kitchen at the moment and am doing exactlt his (prepare for flak lol). Cooker's going in a tower so the switch will be in the cupboard above the cooker with the back cut out to isolate if needed. If it was a new house then obviously not but you do the job to suit your needs (or the customer's needs). It's a switch that in reality never gets used so we wanted it out of the way, as with the sockets for dishwasher, fridge etc to make the final result look better. Don't see a problem with it, as long as you can still get to it if you need to.
 
I personally would give this situation a code 4, though the isolation point is accessible it can be significantly impeded if/when the cupboard is filled to the hilt with kitchen paraphernalia. It also gives rise to difficulty for maintenance, all it would take is the property to change hands a couple of times or the tenant of a rented property to move on the switch is forgotten. At least if it is noted, there is a hard copy of the isolation points location. despite this it is not a major issue and would not be a sticking point, for me, on an existing installation, though questions maybe asked of the designer and installer if this was to occur on a new install. Reasonable practicability and common sense are the important factors on determining the course of action to be taken.
 
My cooker isolator is in the cupboard next to cooker. Easy enough to get to not that I have ever needed to. I wouldn't code it either mate.
 
Also should be on its own circuit anyway so even if it got lost over 20 years and the house changing hands they'd still easily be able to knock it off at the board. Being within 2m of the cooker though it shouldn't be that hard to find :)
