Is this legal, safe, nightmare or normal?

Just been to view a house that I'm thinking of buying and I looked at the fuse box there seems to be three or four different fuse boxes I don't know what this even means??

'Looks' a nightmare, it's a rental investment so before I put an offer in I was hoping someone knowledgeable could offer an insight on this does it look like it all needs taking out and starting again or is this something that happens quite often adding different bits on.

There are two fuse boxes and the upper one is switched off, possibly storage heaters?
The "Newlec" part is just a switch so not too clear of its purpose. The box to the left of that is an intruder alarm.
Impossible to say the condition of the wiring is there an existing EICR. It may just be more messy than anything and the lower fuse box probably wants replacing and the whole lot rationalizing.

It does not look too bad. I think the lack of RCD from what I can see may mean an EICR will be a failure for letting purposes. I guess the correct set up may cost around £6-700. Plus if there are faults which seem quite possible the cost of rectification. Bit of a blank cheque thing there though. Althoug saying that a good electrician should be able to find an remedy most faults quickly so maybe worst case scenario £1k with faults rectified.
