Well personally, I wouldn't use one and that's from just looking at it.

Big chunk missing out of the earth pin which is also plastic that means you would be at risk plugging in any class 1 current using kit.

It has a CE mark suggesting it has passed some EU standards, but that earth pin isn't a conductor is it, it's just a plastic pin to open a UK plug socket, meaning that any earth connection is not offered to any appliances plugged in to this adapter.
I certainly wouldn't use one but you know lot's of people will. (shrug)
