Hi guys I am a electrical lecture but carry out electrical work at the weekend, I am a fully qualified electrician and hold my 2391 cert for inspection and testing and hold a ECS approved electricians card, my question is can I issue certs to pubs and clubs if I am not registered with the NICEIC? Do insurance company's accept certs in this manner

As you should be well aware, in order to comply with BS7671 you are required to issue appropriate certification before placing any work you have conducted into service.
As for whether Insurance companies will accept your certification, that will be something that you, your clients and their Insurance companies will have to discuss.

yes , you can. some insurers insist on niceic, bnut they shouldn't. best to check first, but insurers should keep their noses in the insurance business and leave electrics to electricians.

I always issue certs with any work I carry out but turned down a PIR due to the uncertainty of the insurance company not accepting the cert

Reports are another matter altogether.
It may well be that an insurance company will insist on the inspector being registered.
Again something you will have to discuss, with your client and the insurance company.

Providing you let HMRC know about any earnings and you pay your tax I see no issue at all.
