To avoid reading through the intro,you could start at paragraph 25 and take a close look at par 39

Here is a taste of the proposals

The solution we are proposing is to allow unregistered installers to employ
competent third party electricians to inspect and test their work. Not only do we
expect that this would reduce costs for many unregistered professional installers
and DIYers, but it would also reduce the burden that Part P imposes on building

Is Wales sacked out of Part P?

I had no idea Building Control Bodies where so over run. Especially in this era. If common sense could be trained into them maybe they wouldn't be.

This sums up govment policy full stop. Why get trained DIY er gets mate round to give him a cert job done.But who do they class as competent will the competent person still need to be part P. Sorry I have not read doc all way through just bit above. would you do a cert for a install done by other people you did not know if they rang you up?

I dont think this move is a good move at all

Have a look at changes to notifiable work


There's a feedback form at the back of it as well for everyone to post their comments about these changes.

No - it states that DIYes can do all the installation and instead of getting LABC in they can get a sparky in to sign the work off.

They are thinking that our prices will stay the same for signing off a job, to be honest I can see our prices going up because we wont have the work in the first place, just the testing and signing off so our prices will prob go inline with the LABC charges.


Its a bad idea!

46. Some of the key assumptions on which we would welcome your views are:


(a) If Part P were revoked, accident rates would not rise to pre-Part P levels
owing to improved installer competence and the more widespread use
now of RCDs. We have assumed that, as a percentage of the reduction
in the number of accidents since Part P came into effect, electric shock
fatalities would increase by 20% and all other casualties would increase
by 80%. (lets see)


(b) If Part P were revoked, the number of registered installers would return to
pre-Part P levels over a period of around two years. (what a shame)


(c) A third party electrician would charge on average £80 to produce
an Electrical Installation Condition Report (great, thats all we need "building control say an EICR should be around £80" says the customer); the extra cost of a first-fix
inspection would be £70;(again looks like a max cost we should charge in the customers eyes) and a building control body would charge £60 (should be £10 max for cert)
to issue a Building Regulations Completion Certificate on receipt of a
satisfactory report from a competent electrician

£80 EICR !! Don't even think customers will even pay that when yer telling them the work/installation does'nt
comply therefore cannot be signed off!!!

Is it just me or would sparks be turned into building control officer by the back door then they can cut the number of them hence more saving for the goverment.
Also if you refuse to sign off bad work would the home owner not bother or just find another spark who would this whole thing looks bad news and iam new to the game are they looking to do the same to gas safe?

so, now BC are going to tell us what we can charge. OK, so let us now tell them what they can charge. their ridiculous fees for issuing building notices before work is started by a qualified (but non-scheme member) electrician can be reduced to a tenner. incidentally, reading the relevant sections in the part p document, there is no mention of building notices and fees in these situations, only that BC should be informed before work starts.

Looks to me as if all the money we're paid to the scam providers has been a waste!It appears the preferred amendment to part p is going to allow qualified persons to certificate/sign off their own work without needing to be registered with one of the five scams' as long as they notify building control in advance.Looks to me that we are about to be shafted again!

Think we should all just STAND TOGETHER and REVOKE PART P ,its gonna save us all at least £500 a year and at the end off the day you've ask yourself what do the likes of NIC EIC ELECSA NAPIT do for this £500 ?The answer is **** all apart from turn up on your doorstep once a year and cause you hassle,and still have the cheek to charge for notifying
jobs at about a fiver a time
