JIB Electrotechnical Certification Scheme (ECS) JIB/ Qualification problems

I've recently been told by JIB that im not a qualified electrician because i don't have a NVQ3.

I did my apprenticeship as an electrician in the Royal engineers and got a city and guilds 2369-01 and 2369-02 and my 2381. Since then i have done my 2391. The problem is nobody seems to reconise the 2369. But it is supposed to be the same as a 2360. I was wondering if anyone has the same qualification and wether anybody has had similar problems with JIB as the seem not to be helpful at all and are just saying no.
