Im pretty sure that if a non registered sparks does a notifiable job and LABC are not informed both the householder and electrician are held responsible. Does anyone know where that is actually stated?

If i recall, it is the responsibility of the person ordering the work to ensure that the work is notified correctly be it by using the LABC or Registered Spark. It is not the responsibility of the Electrician, we just do it to make life easier.
 
That was my first port of call and I could not see anything that stated who was responsible never mind they will probably clear that one up along with the rest of part P on Friday:rolleyes:

Friday? On my local BC building notice applicatuion form there are places to fill for name and address of client/ where work is being done, and name address of the agent, i.e the builder/windowfitter/electrician etc but i guess if you are a householder then it is ultimately down to you to find out wether a building notice has to be made for the work you wish to be done, there is so much these days that does require BC notice unless you are using someone registered with a scheme i.e a sparks would be part p registered, replacement windows and doors have to be notified or use a FENSA registered installer, boiler changes-CORGI or gassafe, BC even have to be notified even to replace your bathroom suite, unless you are replaceing like for like and not changing the plumbing. http://www.elecsa.co.uk/downloads/public/CLGbuildingworkleaflet.pdf

By law, all homeowners and landlords must be able to prove that all electrical installation work meets Part P, or they will be committing a criminal offence. Local authorities can make homeowners or landlords remove or alter any work that does not meet the Building Regulations.
