Hi , in the cousins kitchen there are 2 fluorescent round lights and they keep blowing what can i do without taring down the house ..

Have they been connected correctly? I've seen a lot of DIY jobs where its all reds/browns in one termination, all blacks/blues in another, turn the switch to on and pop goes the breaker
 
Mary blowing what ? fuses , lamps try to describe the fault in a little more detail. If the fittings are new i guess 2 possible problems.
Wired up wrong or original fault with the wiring

If they are the only things in the house that there are problems with it's unlikely to be a surge. Time to call a suitably qualified electrician for a thorough investigation perhaps
 
If the lights work for a few days then the tubes and starters fail, the lamp ballast is the problem.
If you want to keep the fittings, get a spark to fit a new ballast (choke)
There are none made specifically for the round tubes, one for a 4-footer 36/40W suits the 40W tubes, one for the 5-footer 58/65W suits the 60W tubes.

Invest in replacement electronic starters if you have the ballasts replaced. The Arlen Pulsestarter EFS600 makes these tubes last ages longer, with reduced blackening at the ends - so much so that the tube phosphors wear out first!

Were there any problems with the original fittings ? if not as there are 2 with the same fault id go with the wiring ! was the wiring pulled when the new lights were fitted (may be a pulled connection) ? who fitted them ? are they qualified ? if so id think you may be able to get them to take a look !
