Kitchen Wiring Question

I have seen these pop-up worktop power points (extension). If these are just plugged into an existing socket (before the kitchen is installed) does this mean if no other electrical work is done then there is nothing to notify? In UK.
 
It's got a novelty value, rather like the telescopic ironing boards that kitchen companies were incorporating into drawers in the 90's.

Personally, I'll stick to selling good old traditionally mounted socket outlets!
