Everyone would/should get an EIC for a rewire.

No such thing as a Landlord Certificate.

If you done the re-wire, then give him an EIC.
If someone else has re-wired the place then you carry out an EICR.

Why would they want both?

ask yourself, why would you perform an inspection on a brand new, certified (just) install, with a certificate that has most of what would be in an EICR?
