A landlord has his own pay meter installed for when he has tenants. This has obviously been installed between the meter and the consumer unit. He wants to be able to disable the pay meter when he has no tenants to utilise the power. Any one have any suggestions about the best way to be able to do this. I have been looking at changeover switches but not sure. Ideally the unit would be lockable somehow so when tenants are there they can’t divert from pay meter. Anyone have any suggestions?

Change the cost charged on the meter to zero for when there are no tenants?

Otherwise have two lockable isolators one going via the pay meter and one going directly to the CU.
With tenants there the direct one is locked off and the pay meter one is on, when there are no tenants, switch off the pay meter and switch on the direct.
