A landlord's report, and an EICR aren't always the same thing. There's no legislative or regulatory requirement for an EICR to be carried out.

The landlord must maintain the installation to a safe standard, and they can demonstrate that by having it inspected. The inspection type and scope required isn'tspecified anywhere except possibly in the insurance requirements. That's why the pointless visual 'inspection' has come about, and it's also why you get drive-by EICRs.
 
There the ones were these companys want you to do 4 a day put you under pressure to do them and when things go wrong it's your name on sheet packed a job in few years back cos the guy wanted 4 a day I was only doing 2 so left told him cant do 4 and nor can any one if your to do them properly
