Hi
Just for understanding.
In a domestic water bond there’s 80ma flowing through the bond.
only 4ma on main earth.

what’s happening here ?
 
Can you explain a little more about the situation?
What is the earthing system?
What are the supply characteristics, Ze etc?

Were there measurements taken at exactly the same time?
Were these measurements peak values from a time period or instantaneous values?

What prompted you to take these measurements?
 
What instrument were you measuring with, an earth leakage clamp meter or something else?
Have you tried it with the C.U switched off?
If so and the 80ma disappears have you tried to isolate each circuit and prove the source?
