I have installed 18 LED lamps into a kitchen the garage fluorescent lights are on the same circuit when the garage lights are switched on some of the LEDs blow. I have tried putting the garage lights on a separate circuit but the same still happens. Can anyone help
 
It sounds like a faulty fluorescent is tripping the MCB or RCD (you didn't say which) and the resultant surge is damaging your LEDs. A bit confused though, as the electrician would have tested for this...
 
I think you really need to get your electrician back to have another look. If the garage lights are taking out your lighting MCB or associated RCD then it shouldn't take him/her long to isolate the problem.

Have you tried them without the PIR in the circuit? Could be a dodgy relay in the PIR. LEDs are not technically always on but pulse really fast so...
