Afternoon.
Need some help with diagnosing a fault on a light circuit.

One 6A circuit provides power to downstairs and upstairs lights. Downstairs lights work.
The up stairs ligt have power to them, BUT when we test for Voltage, we have 230V between L-E, L-N AND N-E

Any help would be much appeciated.

sounds like a broken neutral do some lights work upstairs or none?, but this would show 0v pd between L/N as there would be 230v at both

No lights uptairs are working.
Our thoughts were a dropped neutral. but for the 230V across N-E
The 230v between N/E would be the indication of a dropped neutral along with at least one light not working, but the L/N wouldn't show a voltage up, as they would be at the same potential this is why its confusing, do a ELI test to confirm the integrety of the earth, not knowing your experience and knowledge i dont want to sound undermining but are you sure its neutral your testing to and not a black or blue unmarked switchwire?
 
The switch line was removed for testing purposes. continuity check at the switch to confirm.
Very confusing though, I haven't come across this before, I was thinking of borroewed neutrals
