I have heard from multiple sources that building Regs have changed and now require drawings/designs submitted after beginning of October 1st 2010 to allow 75% energy efficient lighting with dedicated lamps that have an efficiency greater than I think 50 or 55? lumens per circuit watt instead of 45.

Has anyone got further info or clarification on this ?

1st of october it changed, but if you're doing a new install at the min, chances are the plans were passed before these changes took affect. also, it used to be 40 lumens per watt for domestic, it is now 45.
 
Part L - Conservation of fuel and power

Overview
The legal framework and Approved Documents for Part L (Conservation of fuel and power) are now contained in the Building Regulations 2010 which came into effect on 1st October 2010. The Regulation contain new energy performance requirements for work notified to building control bodies on or after 1st October 2010. For work notified to building control bodies before 1st October 2010 the 2006 Approved Documents apply.

Am I missing something? I have just read document L1B, which concerns existing dwellings (like the flat i am currently rewiring) and I see no mention of specific percentages for energy saving luminaires or lumens per circuit watt figures. If the 70% and 45 lumens per circuit watt rules are in place, they are not mentioned in this document.

So where are they mentioned?
 
First post after lurking for a while but...

After reading (ish) L1B I ended up finding a reference to the 45 lumens/W in a completely different document

Summary of recommended minimum energy efficiency standards for building services

Building service standard (2)
Internal light fittings (75%) 45 lamp lumens per circuit-watt

(2) All values are minimum values and apply to new and existing buildings

Does this mean recommended or is it compulsory? If it is just recommended, I suppose the 25% rule would apply. Why can't they make things clearer!
