Went and did a CU change today. The place in question is a bedsit. Ie 4 private bedrooms with communal shower and communal kitchen. Going back tomorrow to do testing.
Now landlord said to me I may not be able to access all rooms because some lodgers may be out/ doors locked/ or in and won't allow us access. If this is the case I'm right in saying that I can't put limitations on an EIC when testing? I've got to test 100% on all circuits as it's a CU change? I've told him that if I can't have access than I can't issue a certificate.
 
at the end of the day you could be connecting a circuit in that has exposed conductors hanging off walls, broken socket fronts etc, and guess who`s name is on the cert. not a chance of me doing it mate. you dont know whats behind closed doors then stay away. if say and its unlikely, if the rooms are split on their own circuits tell him you can`t connect them ones. not worth the gamble mate honestly its your good name above the cell door if anything goes wrong
 
Again dead testing should have been carried out on all circuits prior to energising. Now you have left an installation energised without completing the t&i.

as sintra said it should have been tested before energising, also the regarding the cert, it`s duty bound to give one mate. you need to get access to those rooms or you will have something come and bite you if your not careful
 
Agreed. I just wanted to make sure I'm right as I've left it with all downstairs sockets and lights on because they're tested.(sorry should have mentioned that bit.) Upstairs sockets have been left off with lights because I have no access.
Phil your right I don't want my arse on the line which is why I was adamant about access tomorrow.
Well I hope all the lodgers are out tonight because it's going to be pretty cold and dark upstairs.

no need to apologise, just don`t want to see any one with the hse or lawyers breathing down on you mate. i know what landlords are like they think its just wam bam off you go. i am choosy who i do work for and don`t put up with the rubbish its done the way it should be or not at all so they have one option :D
