Is there a clear definition or regulation (sorry but have not got my reg book to hand) on local isolation?? How close does it have to be? I have been to look at a job wiring an electric fire in a newly decorated room. The least destructive way to do this is drilling the back of a socket into a shoe cupboard, and put the spur there. I imagine this is not local enough, but the customer does not want me to chase his walls (should of thought about that before he called me in). One more thing, the fire is on the same wall as the doorway and the spur would be just outside. Walking distance would be about 4 metres max.
 
537.2.2.5/6 Isolation should be readily marked or identified to indicate circuit/appliance to be isolated, also readily accessible for maintainance and emeergency use.
A building control officer told me once under 3mts is a good limit as well.
Its not a case of what the client wants but you are the competent person and one who is signing the certs not them.
 
Considering many including the niceic consider cooker controls inside kitchen cupboards to be ok
Putting it in a cupboard and informing the customer would make it accessable
Its not for emergency switching,its isolation, so the accessability can be what you alone consider adequate
