can you get parallel paths or series resistance?

if you are testing a ring main then you could possibly have spurs to various items such as security lighting, alarms, cooker hoods, boilers etc etc. On a lighting circuit you need to disconnect all fluorescent lighting, 12v lighting, smokes maybe etc etc. Hope this helps.

If your testing all circuits together in parallel then more circuits and longer cables could have a cumulative effect

length of circuits, the longer the lower the IR reading will be.

but, what reading are you getting? are you measuring all circuits in parallel, or individually. need more info to address problem.
