Old two core cable in a lighting circuit with no cpc at any point
All points had metal fixtures and fittings class1
At two points the live loop had been wired into the earth point of a light fitting one on the downstairs lights woth the bathroom above which when on gave a 130 volts on the metal legs of the bath and the screws in the floor boards around the bath.
When the two fittings had the loop removed from the earth terminal of the lights the voltage on the bath taps went to 0volts and the voltage on the screws on the floor dropped to 5.5volts
all the metal light fittings have a voltage on the metal casing between earth of 7 volts and below still apart from when the mcb was off
Why did it not drop to 0 volts is it due to the lack of a cpc

5ish volts at each metal light ( ni cpc in cable!)
