LSOH cable, radiate insulation and sheath respectively, how to radiate one time only?

Dear Sirs, we are in production of a LSOH cable, now we radiate insulation once, after sheathing, radiation another time. As per talk with customer, we can radiate sheath one time only. When we do the samples as suggested by customer, the insulation and sheath stick to each other, the insulation will broke when we separate them. We use enough powder during production. Any idea to improve the prodution, radiation one time? Thanks.
